Lebanese Council of State

  2. Annulment actions for excess of authority, including challenges based on lack of jurisdiction, breach of essential form or procedure, violation of law, abuse of power, or use of administrative authority for an improper purpose
  3. Administrative-contract, public-works, and public-liability disputes, including claims involving public procurement contracts, concessions, public services, administrative fault, compensation, and damage caused by public authorities

Administrative matters often turn as much on procedure, jurisdiction, timing, and the quality of the record as on the applicable rules and underlying legal right. We identify the competent authority, map the required approvals and deadlines, prepare the necessary submissions and supporting documents, and follow the matter through application, correspondence, follow-ups, objections, administrative review, and litigation where necessary. At every stage, we preserve the client’s remedies, address delay or refusal promptly, and pursue the route most likely to move the matter forward while protecting the client’s position.
